23 prisoners puzzle

In this puzzle, 23 prisoners have to figure out if they’ve all had a chance to flip a switch at least once. A friend told me about this and I still haven’t figured it out, but I’m about to go to sleep so I can’t expect that my thinking abilities are in top form.
