Yeah! CGIs on this site now work
Turns out this was apparently due to a bug with a new version of the control panel that my web host uses - it was putting multiple “ScriptAlias /cgi/bin/ …” lines in the section of httpd.conf that pertained to me. I’m glad the problem has been solved. Now I just need to make sure to not click on the “cgi wrapper” button in the control panel in order to ensure everything works fine.
