There is a script called DiaryStartup that comes with TexEditPlus that prompts one for various pieces of information (including weather) and opens a particular file in TexEditPlus and appends all the information it prompted for in a particular format to the end and then puts the cursor at the end. The idea being the file is to become/be-like a diary.
