SIPS is a PHP based database-less "portal" or site management tool (not unlike a blogging tool, but with other stuff supported as well). It actually used the filesystem as a database. I liked it back when my webhost didn't support databases, but after changing and my new webhost supported databases, I felt like it was time to switch to b2.
